IELTS of my Spouse

I intend to apply to skilled migration visa. I heard that my spouse (my wife) have to score 4.5 in all IELTS skills. Is that true ? and what if she cannot ?

It is true. If your wife, or any other adult dependants, are unable to reach a functional level of English, you will need to pay an additional fee for them. You will be asked to provide a statement of your intention to pay this charge if you cannot prove English ability.

See here - Skilled Independent visa (subclass 189) document checklist (look for family members English language ability and follow links for further info)
