Are HSA ( Health Services Australia ) and HAS ( Health Assessment Services) two different medical authorities?

Yes, I believe so. IIRC, one is part of DIMIA, while the other isn't.

I may be wrong though. I get rather irritated at the lack of creativity when it comes to Australian titles/names. Just like there is a difference between an MOC (Medical Officer of the Commonwealth) and a CMO (Commonwealth Medical Officer). The next time you know, they'll come up with a new one: COM - Commonwealth Officer of Medicine!
