How do I take my 401(k) with me?

I'm new to this group, so apologies if this question has been answered umpteen
times before.
I'm planning on migrating to Australia soon. I understand that the U.S. and Australia
have reciprocal tax agreements (whatever that means). I have funds in a 401(k)
retirement plan and would like to transfer these funds to a retirement fund in
Australia (I'm a green card holder in the
U. S.) How do I do this without paying the usual hefty early withdrawal penalty
imposed by the IRS? Can I make a total distribution to an Australian fund that is
recognized as an approved fund by the IRS?
