Yes, can apply for second year while in Australia - some people get caught out if they turn 31 before applying for the second year - so apply for your second year early if you are turning 31 during the first 12 month period.

Ok, thanks. I just happened to know someone who did that, I imagine she must have just done that as a holiday unless the rules have changed in the last 2-3 years.

That works out much better then if you can apply and stay in the country!
