Going over on vacation
 
I've heard of people going to Australia on vacation and then just not
coming home. What's the deal with that? How can people do that? It
can't be legal, can it?

maybe, maybe not - you can apply for lots of longer term temporary visas and some permanent visas while in Australia on a visit.
