Second installment is for spouses and dependents who do not speak English, to cover for the tuition fees upon their arrival. They either need to hold an eligible passport (Canada qualifies I think) or pass an IELTS test to avoid paying the VAC2.

People who hold a Canadian passport whose first language is English do not need to pay the second VAC. (Not everyone born in Canada or who holds a passport has English as their first language)

I paid second Visa application fee on 29 sep, 2011. Can someone tell me how much time does it take for Visa grant after payment of VAC2???
