Ok. I don't want to get into a long conversation as to why we never made the move whilst our Class 175 visa was valid, but I am trying to ascertain whether although circumstances have now changed and a move would now work, whether we don't have any hope of getting even a 3 month RRV and should just close that chapter and move on.
Did not spend 2 years in Aus and I last visited in Feb 2014 for a windsurfing trip. I work in IT and could potentially secure a job in Aus without having to visit Aus. I just need to understand whether a firm job offer now, 2 years after RRV expired would cut it or am I wasting mine and the recruitment companies time?

I have managed 2 successful RRV applications both each 1 year.One was without and one with a job offer.The first RRV was granted in 2015 having left Australia in 2010 only living there 9 months.This was a year after my original 5 year visa expired.I never had a job offer but provided emails with a potential employer and possible interview.I also gave my personal reasons for leaving and wanting to go back.This must have met the substantial ties.
The 2nd RRV was granted earlier this year with a job offer again using emails and my personal reasons for not returning to OZ.I left Australia 6.5 years ago and have not returned,yet applied online by myself which is relatively easy process.
Go for it nothing to lose and I will help you if I can.

I can only speak for my application and it depends how good yours and the evidence you supply is.For the sake of $360 I would try if you.

Thanks for that. Has put my mind at rest a little regarding having to have a job offer in the bag. I wonder whether emails from recruitment agents who are trying to find me a role might be enough.

I have not forgotten the advice from everyone regarding "Only one way to find out and that is too apply for an RRV", but I was quite surprised to receive this response for a registered migration agent in Australia regarding my RRV query.

Regrettably based upon the information provided (and regardless of a job offer which is superfluous for the RRV visa exercise), it would be extremely unlikely that you would be granted any form of RRV as you have neither lived in Australia for the requisite period ( i.e. 2 years in the last 5 years), nor have you maintained any ties – substantial or otherwise – to Australia.
You haven’t exhibited any compelling circumstances although it is doubtful that they would in any event be helpful where you have no substantial ties to Australia.
You will have to re-apply for a fresh skilled visa. There have been recent changes to the occupation lists which may impact your decision ."

"Employment ties: To prove you have employment ties to Australia, you must show that you are currently employed, or have a formal offer of employment in Australia, or are employed overseas by an Australian organisation, or are able to show that your employment by a non-Australian organisation has a demonstrable benefit to Australia, for example, working as a representative of Australia for an international organisation."
Having been a reader of this forum for over ten years now, I would also say that a very consistent factor in people posting on here getting a RRV would be a job offer (as demonstrated in as Garyp's case).
Migration agents are rarely involved in RRV applications given that most of them are straightforward, so I'd guess this particular one just doesn't have much experience of them (and to be honest, hasn't actually done the research either).

You made me really thinking. You want rrv but you won't stay in Australia. You don't want to pay 360 dollars and apply first by preparing the documents. Even though plenty have suggested. You must be some saver

I can only tell you my personal experience that I recently got a new one year RRV after being out of the country for 8.5 years. No job offer, no close family ties and no current property, but long standing personal ties, bank accounts etc.
I did use an RMA, who prepared a very full package of info including stat declarations from Australian friends/ex colleagues. I got a positive response within 36 hours of filing the application. The RMA was relatively expensive but clearly worth the money in this case. He was not the first one I had contacted and whilst he made it clear it was a long shot he appeared to know what he was talking about, which is why I used him.
As someone else suggested, I guess the agent you spoke to was hoping to convince you to do a new full application. Having read many posts on here about long-shot RRVs, it is clear that the Department has pretty wide flexibility when assessing substantial ties so I would definitely shop around a little for an RMA who knows what they are doing in this somewhat specialised area.
I'm happily back in QLD and wish you good luck!

My husband's circumstances were identical to mine. He had got one without much difficulty just before he flew back to his mother, a couple of weeks shy of a year after we moved to Australia. He was however told by DIBP that "I am not able to take into consideration cousins as personal ties. Personal ties regarding families are limited to children, spouse and siblings only." Given that we are close to them so they could equally be considered friends as I had made clear, I am clear that friends carried no weight either.
I don't mean to pry, but did you really have no connections with Australia other than a few mates and a bank account? Had you lived there for long when you did live there? What did you include in your application? And you must have had compelling reasons for your absence as you had been out of Australia for more than five years. Could you give us an idea what they were? As I say if this is too personal, that's fine.

I know I was lucky to get this second chance and all credit to the RMA that helped me out. He understood the requirements of the regulations and crafted an application that explained everything in a lot of detail. We submitted a huge amount of info from details of the previous real estate to bank statements going back 20+ years to explanations of the "compelling and compassionate" circumstances to the fact that I had continued to make charity donations and pay Telstra to hold my phone number whilst I was away!
I don't know what, in particular, was the deciding factor but I guess the overall weight of evidence was that, on balance, despite being away for so long I had maintained my close ties.
