Estranged Family (Parent Contributary)

Estranged Family (Parent Contributary)
Situation is :
(1) One sister citizen
(2) One sister PR
(3) One sister TR
(4) One sister UK resident
..... no other sisters or brothers.....
Problem is that sister (4) is basically estranged from the family. I know we can get Birth Cert and Marriage Certs from BDM, but have a problem with the copy of passport and proof of residence.
Has anyone been in the same situation? Coz we reach the balance of family without her do we need to worry about her details? Don't want this to put a stop to our parents application :-(
Any views would be greatly appreciated.
