The Government will implement changes to the general skilled migration
programme to place greater importance on English language proficiency
and skilled work experience. This will include an increase in base
English language requirements, the allocation of additional points to
applicants who achieve high levels of English, and a greater emphasis
on skilled work experience in the points test. To allow time for
applicants to obtain work experience, the Graduate Skilled (temporary)
visa will be extended from 6 to 18 months. These changes will commence
on 1 July 2007.
This is quoted in Australia government's web page.
I'm not sure how many procedure still running (such as parliament)
Do you know what is the procedure? Who can confirm the changes date?
Thank you.

Some of these are issues relating to onshore graduates, not overseas applicants. The English language change may have general application (although we don't yet know if tradespeople will be excepted from the increase), the other changes will probably just be for the onshore applicants.

I think it is non-sense to change the English ability of onshore
graduates only. I'd also received information thru others and
known that IELTS will changes to 6.0 in all components in skill
worker visas except tradespeople.
I hope anyone got any updated official information and post it here.
Thank you.

In Canada, 7.0 is high ability of English and 5.0 is medium ability
But in the possible future changes of Australia, IELTS 6.0 is a MUST
requirement. It's does not same
