Another question (it's been a long time since I have been to this NG):
It says on the website that the EBA and REBA are still part of the business
skills visas. However, they are nowhere to be found in the booklet. So, is
the EBA only for those who already have a 457 (ind exec) or is it available
for anyone as it says on the website?
Can anyone explain?

EBA and REBA visas still exist. No need to have a 457IE to apply for
an EBA, although the majority of applicants clearly will have that
visa. There are some excluded temporary visas but none that are
commonly held.
For REBA you do need to hold a 457 visa.
If your visa is something other than a 457ie it may have been in
breach of your visa conditions in the first place to build up a
business in Australia, which would of course be uncovered on applying
for EBA/REBA.
Only time will tell whether the Department intend to keep EBA and REBA
medium term, or whether they intend to restrict it to 457IE holders or
close them down altogether in favour of the new business permanent
visas.
Forgive me if I'm wrong in this, but did I notice you asking about a
student visa on another thread - I'm just curious as to how someone
could be interested in both EBA/REBA and a student visa at the same
time.

This is not intended to be legal advice in any jurisdiction
