Just to add - International in this instance means representing your country against other countries not 'playing internationally' as in playing overseas. Also, if he played for Sri Lanka A from 2000 - 2010 then I expect he's in his mid 30's and his potential 'contribution' to elite sport in Australia is limited. I work with a couple of athletes who got this visa and they were top ranked internationally (top 10 in their respective sports world wide).

I don't believe that an 'A' team is a high enough standard to qualify for this visa - maybe DIAC will think differently on appeal - but for a 35 year old that is not well known in this sport (hasn't represented his country at the highest level - World Cup, Test Matches etc.) I feel it's unlikely. That's clearly just my personal opinion but I assume that an appeal will cost money so unless you have further evidence not before sent to DIAC I would carefully consider whether it's the right option.

There are precedents in the MRT and AAT databases for distinguished talent decisions being overturned at Tribunal level, see for example 1417319 [2015] MRTA 825 (1 May 2015) which was a matter involving a cricketer, but you do need to be realistic, the implied flattery in allowing yourself to be called "distinguished" does seduce a lot of people into making unjustified or in some cases delusional applications.
