Designated Sponsor visa 139 ..... help!!!!

Does anyone know if you fail the initial stage of the visa process you are not invited to submit police checks, medicals etc and therefore not pay the second instalment of your visa application? and if so, how long does the initial stage of the application take?

2nd instalment on skilled visas is for adult secondary applicants with less than "functional" English.

well that certainly changes things!!!!., so basically I won't know how the application is doing until it is complete and final.
