Cat.1 Cat.2 Loosing Advantage

I know Cat.5 applicants are not happy for a while, however, after new MODL issued and one of the each options accepted by Immi. Minister, will this affect Cat1. and Cat.2 applicants?

Will they lose their advantages in prioritization. ? What is the need for changing?
