Yes I have read up, and on this part, many times in fact. I've submitted my application, then a few friends still insisting on submitting state sponsorship as well which I don't read it anywhere how we can submit a separate state sponsorship anymore. Hence just only EOI and no separate state sponsorship submitted.
On side note, here is the result to the new skill select activity if anyone keen:
