Australia blocks arrival of all non-citizens, non-residents

All foreigner travellers will be banned from entering Australia from 9:00pm AEDT tomorrow.It applies to all non-citizens and non-residents.
Australians will still be able to return from overseas but they will be required to self-isolate for 14 days.
The ban means people with student and working holiday visas, who are currently out of the country, will be unable to enter Australia for the foreseeable future.
Visa holders already in Australia can remain in the country.

I haven't yet managed to find clarification on "non-residents" to see whether that is only PR hoders, or whether it will include people on visas such as a 457 or 482 - if anyone can clarify this please post below!

Link to the Prime Minister's statement below Polly, it does specify only citizens and permanent residents.

Going to adversely affect a lot of temp visa holders I feel.
