Applying as a local student with subclass 175
Hi Experts
I have applied for a subclass 175 visa and I expect my visa will be granted in next few months. In my application, I have stated that my intention is to work in Australia. I wonder if I can apply for university courses now as well?
If I am admitted to a course, can I pursue my studies in Australia instead of working?
Can I now apply as a prospective LOCAL student, considering that my visa is not granted yet?

The only question I can answer is the last one. Until you are a perminant resident, you will be paying international fees.

When you can expect your visa to be decided will depend a lot on when you applied.

Yes you can. You will need to apply for a student visa, however.
If I am admitted to a course, can I pursue my studies in Australia instead of working?
Yes you can. On either a student visa or when/if your 175 is granted and you have moved here. If you are granted a 175 you can do whatever you want.
Can I now apply as a prospective LOCAL student, considering that my visa is not granted yet?
No you cannot. You are not a resident of Australia, so you are not a domestic student. Even if you get a student visa you are still considered international student. If you are granted a 175 once you move here you can attend as a domestic student. Note that HECS/HELP is not available to you until you become a citizen which means that you must pay for your course fees upfront.
