When ACS asses RPL, do they, at the same time, allocate qualification level, i.e can 10 years of deep IT experience but without formal uni ever be assessed as a 4 year degree, or more like 2 year diploma?

ACS does not do that. Not sure why you;d want that anyway, I have yet to see an IT professional being hired for his or her degree alone. Perhaps at the bottom level that would be true, but with that many years as you say, it won't matter. I look at experience and check references to see if it fits what I'd want.
