Default Advise on lodging 190 visa from Offshore or Onshore

We live in Singapore.

Our situation :
482 Temporary Visa application is in progress since last month. Employer's agent told temporary visa application outcome can be expected in next 2-4 weeks
My wife is a primary applicant and Myself/kids are secondary applicants

Received an invitation to lodge a Skilled Nominated (Subclass 190) visa which has a validity of 60 days:
I'm a primary applicant and my Wife/Kids are secondary applicants.

Once the Temporary Visa is approved,
Option 1: Submit 190 visa application from Offshore
Option 2: Move to Australia using Temporary Visa and submit an application from Onshore

Please advise which is the better option?
