Actually, Richard is correct. My documents - including all the relevant certificates, qualifications, diplomas, academic transcripts - were submitted via high quality scans. Even the police clearance check report!

DIBP has gone green, all in the name of saving the environment

Thanks Richard. Reading the 189 document checklist, it says "You should provide high quality colour scans of the documents supporting your visa application in ImmiAccount." which I guess confirms it.

Yup... it's progress. It took a long time coming. The various skills assessing authorities are slowly getting their act together in this regard too.
