Yes, you'll be able to get car insurance, although I don't think you need to
have it by law?
Go to www.immi.gov.au and you can see all the differences.

Here are some of the restrictions you would face on a working holiday which you would not have if you were on a permanent residence visa:
- You can only work for up to 3 months with each employer
- You are restricted to studying in Australia for a maximum of 3 months
- You can only stay in Australia for a maximum of 12 months from the date you first enter Australia on your working holiday visa
- You won't qualify for medicare, though there is an emergency coverage for UK citizens and citizens of certain other countries
- You will face restrictions on purchase of property in Australia
- You won't qualify for government benefits such as social security and student loans
Really there are too many differences to list, but this should give you some of the more important ones.
