it means without job offer we cannot apply for skilled migration visa

depends what point you get on the EOI, if you get 140 or over then you have a automatic pull from the pool and go in for ITA (Invitation to apply) where they check the information given on your EOI.

i am still confused my points are 115 so can I apply for EOI without job offer, and after successful EOI I still need the job offer for apply the immigration

I don't think it works like that (but I'm not using an EOI for a job so can't be sure).

I think that you have to have everything in place before you submit your EOI; when your EOI gets processed then you have to show that you have 140 points or over 100 points and a valid job offer.

If you don't have everything lined up then I think you lose your application fee.

The term "Expression Of Interest" may be a little misleading. It is more than saying "I am interested in moving to NZ, can I come if I find a job".

That is, if I understand it correctly. If you look at the post in this area of the forum about how EOIs are selected

you will see:

"2. Expressions of Interest that have total points of 100 or more but less than 140, and include points for the principal applicant's offer of skilled employment or current skilled employment in New Zealand, are selected (according to their points ranking) in sufficient numbers to meet the requirements of the Skilled/Business Stream of the New Zealand Residence Programme (NZRP) at the time of that selection (subject to any adjustment to the number or distribution of places in the NZRP determined by the Government)."

Which seems to me to say that you have to have a job in NZ or a job offer for skilled employment in a suitable skill at the time your EOI is drawn. EOIs are drawn every 2 weeks

There are words which imply that if they draw all the EOIs for 140 points, then all the EOIs for people with 100 points plus a job offer and they still can't get enough applicants then they start to reduce the criteria for selection. However I don't think that that has happened in many years.

No you need a job offer, selection is those over 100 points WITH a job offer of those with over 140 with or without a job offer.

You can submit your EOI and pay your fee and hope that within the 6 months allotment time you get a job offer but to be honest you would be best waiting on a job offer to up the points or you may lose your application and have to apply and pay again.
