Default Partner of a student work visa

Greetings. I am planning to take a level 7 course with qualification listed in LTSSL. Right before applying for visa education agency manager told me that due to our russian branch's closing all applications went straight to INZ and no partner of lvl 7 student had got work visa (they'd been granted visitor visa) since then, regardless if the qualification was in LTSSL or not.
Though not from UK, I thought I'd post my question here because few months ago this manager said in London (as well as in UAE) in our scenario partner would definitely end up with visitor visa at best. As a result, he recommended us to go for post-graduate programme. To be clear I'll describe our situation. As I said, I have an offer for Graduate Diploma in Computing (Software Development). My wife's going to to apply for partner of student work visa. I probably should mention I have no direct professional IT experience, only self-education, in case it does matter.
So I hoped I could check maybe someone here had a similar case or at least heard of anything like that and our agency doesn't make things up. When applying for partnership-based work visa does INZ provide any reason regarding level of programme while downgrading your visa? I studied this forum as well as enz.org and saw a lot of posts about not being able to prove genuine relationship but hadn't come across course level issues.
