I'll take a bit of a guess with a few sentences and see if any answers your query.

Hairdressing is seen as a skilled occupation by the New Zealand Immigration service.

An overseas hairdresser ( this means not an NZ trained one ) needs to be fully qualified to be seen as skilled.

New Zealand operate a points system for those wanting to come in using their skilled occupations.

Hairdressing is skilled , so if one is fully qualified and experienced one can claim points for the skill = 50 points. In order to get the 50 points one has to meet the level required by NZIS - New Zealand Immigration Service.

Each occupation has a skill level set by NZIS. This is kept on a special NZIs register.

For hairdresser the level is level 4.

For the UK overseas hairdresser to get a level 4, they will need to have an UK NVQ 3.

One also needs to show on the job training/apprenticeship. Just doing a course to NVQ3 without working in the occupation would not do.

There are extra points if the skilled occupation is on a shortage list. That means that there are not enough folks in NZ to fill the vacancies of the skilled occupation.

There is no shortage of hairdressers in New Zealand so no extra points .

There are points for the years of work experience in the skilled occupation.
