My qualification is an electrical engineering. I just want to understand if my qualification is in future growth area. I haven't found any clear definition. So, I prefer to find a good immigration adviser who can help me. I wonder how long the process can be?

From the Operations Manual section SM 8.10:
a. As future growth areas are identified they will be listed in this provision. For the purposes of these instructions, currently identified future growth areas are as follows:
*Biotechnology
*Information Communications Technology
*Creative industries (Advertising, Software & Computing Services, Publishing, TV and Radio, Film and Video, Architecture, Design, Designer Fashion, Music and Performing Arts, Visual Arts).

*Creative industries (Advertising, Software & Computing Services, Publishing, TV and Radio, Film and Video, Architecture, Design, Designer Fashion, Music and Performing Arts, Visual Arts).
You CAN gain points for work exp or a qualification in an area of Absolute Skills Shortage [ie LTSSL] without a job offer.
How long it takes from start to finish depends on which branch you apply to, whether a job offer is involved and any other factors eg health, character that can slow things down.
If you look on the official website under 'contact us' there is a list of INZ offices and these usually give average processing times for each type of visa.
An application from an agent does not get priority but if you wish to go down that route make sure you know what the process entails as well. There have been cases on here where an agent has not done a very good job. If your application has no 'dodgy' areas then it really isn't that difficult to do yourself.

ps. if you go down the agent route: make sure they are listed here http://www.iaa.govt.nz/adviser-register/. Your application will be rejected if they are not licensed!

The situation is that I've studied and worked in a filed that can be identified as Information Communications Technology. Electrical Engineering is the faculty name which includes many branches. So, I hope that this is a case. How can I be sure?

I calculated my points. Its above 140. This means that I'll be selected automatically. Very good to be truth... If there someone who can recheck, please.

20 points: 40-44 years
Work experience in skilled employment
30 points: 10 years.
Qualifications
60 points: recognised level 9 or 10 post-graduate qualification (masters degree)
Bonus points
if the work experience in an area of absolute skills shortage:
15 points: 6 or more years
Bonus points for qualifications:
10 points: qualification in an area of absolute skills shortage
20 points: if your partner holds a level 7+ qualification
Age
