I’m planning on travelling to NZ on a travel visa (I’ve been granted the NZeta) for 6 months and don’t need to work but I’m wondering if I change my mind can I apply for an IRD number either In advance or when I arrive?

If so; what is the process?

I’ve tried looking online but there isn’t a definitive answer for my situation or anyone you can ask (no email, just a phone number that I can’t get through on).

You can't work in NZ on an eta visa, not even voluntary work, if you do so you'll be in breach of your visa conditions. So you don't need an IRD number and you wouldn't get one anyway.
