Default IQA result Explanation

My husband got IQA result as follows :

cover:
qualification 1: bachelor of engineering
specialisation: Urban
comparative assesment outcome : A bachelor of Engineering Technology degree at level 7 (360 credits)

Qualification 2 : Masters of Engineering Management
Specialisation: Construction
comparative assesment outcome : A Masters of Engineering Management degree at level 9 (120)

comments : The Bachelor of Engineering Technology in the assessment outcome above specialises in Civil Engineering





Explanation of Assessment outcome:

Your bachelor of engineering(urban) has been compared to bachelor degree at level 7 (360 credits) here in New Zealand and your masters of Engineering Management has been compared to masters of engineering management level 7 (120 credits)here in NZ.
these are both specified outcomes


1)Why two different levels are given for Masters?
2) Can he claim for masters points in Qualification?(level 9)
3) Also he wants to claim points for LTSSL , Can he?
