Default industrial engineer

My husband and I are hoping to immigrate to NZ within the next year or so and we've started looking around at jobs and such. My husband is an industrial engineer and NZQA has evaluated his degree to a level 7 engineering degree. He's currently a production manager working in the semi-conductor industry. And I'm a qualified English teacher able to teach up to 12th grade. Technically, both of our occupations are on the long term skill shortage list.

The problem is the country my husband earned his degree in is not a member of the Washington Accord so we don't get bonus points, and in order for him to qualify as someone with a profession on the long term shortage list he has to be registered on the International Professional Engineers Register OR the Asia Pacific Economic Co-operation (APEC) Engineers Register.
I haven't a clue how to do either -- and so far I've spent the day online trying to figure it out…with no luck.
So, my first question is does anyone else have experience/advice on having to register with either of these registers?
Also, can someone give me an idea about the average salary an industrial engineer with 8 years experience can make?

I have emailed the Registrar of IPENZ and am waiting to hear from them. I'm hoping that there is some way my husband can get registered because with it we'll have 145 points and we'd much rather it be him submitting the expression of interest instead of me since we'd like him to be out working while I'm at home with the kids until they get properly settled.

There is just so much to get done it's a bit overwhelming and I'd love to have as much organized as possible and be as prepared with as much knowledge as possible early on
