Do registration considered as recognized qualification ?

As being a fellow member of Engineers Australia, i can be registered as Professional Engineer with IPENZ
i would like to know:
- After the registration can i claim points for recognized qualification? (level 7 or 8) ?
- As my occupation is in areas of absolute shortage list and total points are about 115, any chance for PR ?
