Default Changing from Citizenship "by descent" to "by Grant"

My daughter became a citizen of New Zealand by Descent about 8 years ago, when you had to apply for that through immigration services in New Zealand. (I guess now you don't, you just have to register the birth abroad and apply for a passport) My question for anyone who might know is: Since New Zealand already has every single item requested on the "citizenship by grant" application from when she applied for and received her Citizenship by descent, do they really need it all again? Is there another form or path that would have the immigration services just pull up what they already have and work with that? I understand the fees and the written request. I don't understand having to start at square one to change from descent to grant when all of this information is already in their files. Any insight would be appreciated.
