Can i extend my WHV from OUTSIDE of New Zealand?

Can i extend my WHV from OUTSIDE of New Zealand?
Hi
I entered NZ on March 2006 on a 12month working holiday visa. As far as i'm aware i can leave NZ on this visa (which i have done, and returned back to the UK)
I'm after returning to NZ, and working some more, so will need to extend my visa to the 23month visa. Is this possible from OUTSIDE of New Zealand? or can i only lodge an extension whilest still being there.
