Being able to submit visa application while SA police clearance is still being proces

Hi all

I have just submitted my SA police clearance but it's a long drawn out process as it takes 5 days to get there and back at least and at least 3 weeks to be processed.
Has anyone submitted their visas on condition that their clearance checks come back clear but before they've actually got them back?? I know the Israeli one takes 16 weeks, so INZ sometimes allow people to just get on with stuff and if and when the certificates come back, INZ just do a final check. This SA one will be 5-6 weeks all in which I cant afford time wise.

If this is a real option and I haven't completely made it up, how does one go about requesting this waiver of sorts?

Any suggestions will be welcome.
