Applying for residency while in NZ

I was just wondering if it is easier to apply for residency while being over in NZ and just go over on a work permit initially. My husband is an Anaesthetic Technician so is on the most wanted skills list so it shouldn't be a problem him finding work over there.
What do you all think?
