32yr old greenkeeper from scotland

hello,

my brother wants to come and live in new zealand. I am a NZ permanent resident (but have only been for 2 months), my defacto partner is a citizen and daughter is a citizen.

I noticed greenkeeper is on the skilled occupation list but its not on a shortage. does anyone know if he can get a visa for new zealand?

have looked on immigration website, but not sure. thanks, g
