What areas are ideal for bringing up children and no more than an hours drive from the city centre for work?

How much can you afford to spend on real estate? There are some good areas close in but they cost a bundle.
Otherwise I guess the North Shore (which going by the responses here it seems to be a favourable place) or the eastern bays might be the ticket.
