If you earn considerable points bcuz you have an arrangement
employment/HRDC validation, whats the use of it all if backlog
persistently hounds the high commission? That by the time u get
assessed, the offer has long expired. Is the commission has plans for
that sort..of problems?

If you have job offer validated by HRDC then what stops you from applying
for work permit and coming to Canada now, when job is waiting for you?

That is exactly the point....HRDC employment means the employer will
hire you when you are provided PR which may take several years or in other
words the employer keeps the job offer open for you for years....
It shows that rules are "made in vaccum" and how out of touch with reality
the rule makers are....

HRDC's arranged employment is an invitation for bogus HRDC
approved job offers from relatives /people you know are in canada and
have businesses there.

In "real world" no business can predict years in advance what job positions
they would be having.

I was denied work permit for the reason that i have extended
(approved) my stay during my visit..summed up to a year. My employer
had scheduled me for work many times but i couldnt show up bcuz i was
only on tourist visa and they know it and been following it up. But
before that, they didnt give me any clear cut decision if id be hired
so i stayed on & waited. I wanted to be there just in case another job
interview was warranted. When i nailed it, I went home. The consul
questions my intention to go back once my contract is finished. My
presence in my country seem to be a less proof.They have validated the
job offer, though.

My employer is Vancouver General Hospital. There will always be
openings for nurses.
But thats beside the point. altho ive heard of situations where family
members hire another family

I understand that there is a difference between a "positive opinion by HRDC for arranged employment" and a "job validation" by HRDC. It seems that what you are talking is of "a positive opinion by HRDC:. You cannot get work permit with only a positive opinion from the HRDC. Experts please confirm.

Correct - you need validated by HRDC job offer for work permit.

Arranged Employment Opinion is only for extra points in your PR application.

My supposed target date for work was dec 2003 (after given proper
status) & hrdc approval is valid for 12 mos..when does that 12 mos
start rolling? if my application is affirmed next year, am i still
covered by the approval?
