Work permits and children and schooling!

Looking for some info on being in Canada (Nova Scotia) on a work permit.
Am I right in saying that if I apply for a Work Permit, my husband can apply for an 'open permit' and my children a study permit, and that they are limited to doing that, until our PR comes through?
Would I also have to pay for schooling for the kids until then?
Also apart from the application fee for WP is there anything that would have to be repeated, like medicals, checks etc...
Just exploring this avenue in case our house sells quicker than expected and we have to go quicker than anticipated. yeah!!!! (we'll be lucky in this market)

1. You would be able to get an OWP only if your spouse's job is categorized in either A,B or O of the NOC.
2. If your spouse gets the work permit, it depends on the school district where your children will be studying whether you have to pay for schooling. For example, if a parent has a work permit for a year or more, they don't have to pay in Vancouver. They will not be allowed to work. If they attend University or College, you will have to pay international student rates.
3. If the work involves patient care, child care, food prep, a medical would be required.
