Work Permit while waiting on PR

Hi,
Hopefully someone can help with a quick question.
We applied for outside of Canada spousal sponsorship. Decision was made and paperwork forwarded to London July 3rd.
We then entered Canada(visitor status) on July 8th...with some hassle which we expected.
Through reading the forums you can apply for a work permit it seems whilst waiting but it's worded:
In-Canada permanent resident applicants and their family members who are members of the following classes, determined eligible for permanent resident (PR) status: live-in-caregiver, spouse or common-law partner, protected persons, and humanitarian and compassionate considerations (H&C);

How rigid are they on this? Is there any point in applying whilst waiting on London processing our application?
Hopefully someone has been on this path already & apologies if I'm throwing out a question already asked, I just couldn't find mention anywhere.

1. Absolutely rigid. Unless you have an approved LMO, you can't apply for a work permit if you are an "out of Canada" applicant. Well you can apply, but it will be refused.
