Default Work Permit Inquiry

Fellow Experts,
I went to these following websites:
http://www.cic.gc.ca/english/-
work/worker-1.html

http://www.cic.gc.ca/english/-
work/worker-3.html

It says something like "You can apply for a permit when you arrive in
Canada if you are a permanent resident or citizen of a neighbouring
country (for example: the U.S.A.)."
I am a greencard holder in the states.
How do I properly apply for that work permit because there is no
Canadian Embassy in Dallas, TX vicinity.
How long will that work permit last (in most cases)?

I believe if you read the page carefuly it says you can apply for the work
permit at the border when arriving as a citizen/PR of a neighbouring country
only if that job requires no HRDC validation. aLso i tihnk you can do it
with NAFTA jobs as well.
Otherwise you need to apply for the work permit before you travel to Canada.
If there is no embassy in Dallas you need to apply at the nearest one or
indeed any of them Buffalo/detroit/LA/seattle i think.

The closest visa office in your case may be in LA. Depending on the
authorization you are seeking, and if validation of the job offer is not
a requirement, you do also have the option of applying at the port of
entry on your way into Canada.

In most cases, they are valid for one year.
