Who can be a Dependant?

I am waiting to apply for the CEC but I was wondering something. I searched but I couldn't find a satisfactory answer to this question:
Can I put down my brother(age:23, not a student) as my dependant and myself as principal in a skilled worker application given that I have no other family or dependant in canada and no other family wanting to come to canada at the moment? (I assume, the answer to this will be the same for CEC as well)

No, you cannot. Dependents are spouses and common-law partners as well as unmarried children under 22 (if 22 or older they must be full time students since before turning 22 and until visas are issued).

state clearly the following:
(3) For the purposes of the Act, other than section 12 and paragraph 38(2)(d), and for the purposes of these Regulations, other than sections 159.1 and 159.5, “family member” in respect of a person means
(a) the spouse or common-law partner of the person;
(b) a dependent child of the person or of the person's spouse or common-law partner; and
(c) a dependent child of a dependent child referred to in paragraph (b).
