Where to send application?

It has occured to me that all canadian immigration application processing for US nationals
is handled in Buffalo, right? Since I am wanting to immigrate to Quebec and not elsewhere
in Canada where would I send my application? According to the information I've received
after phoning the Délégation Générale du Québec in New York, I should return all my
paperwork to them with no mention of Buffalo. How does Buffalo figure into the equation
with Québec immigration?
