When does the processing officially start?

When you experts, e.g. Mr. Miller, say that Immigration Canada tries
to complete the process of spousal applications from outside Canada
within a period of 6 months, what would be determined as the official
starting time of processing:
- the day the sponsor gets approved
- the day the respective embassy (in my case: Berlin) starts to
process the file for the main applicant (after it got transferred)?

We mean the time from receipt at the embassy of the sponsorship. Many
things can lengthen that time but new procedures seem to make it achievable
in most cases.
