To the experts.
What is Selection Decision? At what stage is it done?
As per Application Kit (page C3) Service Standards - process is -
AOR , Notice of Assessment, Time to interview , Review of Documentation submitted, Time to Finalisation. Probably after this Landing papers are issued. I hope I am correct in understanding this.
Can the experts clarify and give the details. Your responses are very much appreciated.

During the assessment of your application when processing officer determines that you
met all selection criteria and may be granted immigration visa providing that you are
not found inadmissible on medical, criminal and security grounds - this is a
selection decision.
Selection decision is only one element of the process and it is not a final approval
of your application at all.
BTW, which application kit you are referring to? What visa post? Each visa post has
different country specific kit.
