Default what to say on job application

Hello all, I am filling in a Nova Scotia Goverment online job application form. One of the questions asks: "are you legally entitled to work in Canada?" If I got this job, I would apply for a work permit, but I cant do that until I have it, so does this mean i have to say no? will they bother to read the cover note and resume if I put no??

Question Re: what to say on job application

I think you have to say no and put in a cover note hoping that they read it . . . because legallly at the time of application you are not able to say yes ... that's the way it seems to me, but maybe someone else has direct experience.
