Default What can we expect under this situation? (Attn: Mr.Miller, Jim & other experts.)

It has been observed that file processing work at all visa offices
including Buffalo, London considerably slowed down. Is it a valid
reason that all visa offices are occupied in transferring files to
visa office which are belongs to responsible under new IRPA regulation
i.e. As of 1 May 2003, an application for a Canadian visa must be made
to the immigration office that serves the applicant's country of
nationality, or the country to which the applicant has been lawfully
admitted.

What will happen to those who are already in queue in years, for
example a file without decision made in processing for say around two
years at London when Transfer to New Delhi where applicants have long
queue since 1999 will carry un seen problem for applicants and arises
many questions like

1. How long such transfer of file from one visa office to another visa
office will take further processing time?

2. Will visa post issue new file number for such cases?

It looks everything getting more and more uncertain so please share
your experience on this forum.
