Visitor Visa to IEC 2012

My girlfriend's son is looking to come out and live in Canada and will be applying for the IEC in 2012 when it opens.
I understand that the IEC can be applied for from within Canada but the plan was to get him over on a visitor visa around December time and then he applies from Canada for the IEC Visa.
Does this sound feasible? Would immigration have any issues with this at the Airport if he was questioned about his plans? He would definitely get a return flight and hope to stay for something like 3 months before the IEC was confirmed.
