Visitor visa application forms in Russian

This may be a silly question... Do Canadian consulates abroad have visitor visa
application forms in major local languages, or the forms exist only in English
and French, as on the CIC web site? In particular, I am wondering if the embassy
in Moscow and consulate in St Petersburg have visitor visa applications in
Russian in stock.
If Russian-language forms are available in Moscow, then, I assume, visitors can fill
them in Russian. But if only English/French forms exist, and, presumably, have to be
filled in English or French as well, are non-English-speaking applicants allowed to
have a friend or family member fill them in for them?
Clearly, CIC has no obligation to prepare forms in languages other than Canada's
official languages, but I know that many other countries do so, as a convenience to
visitors. I know that US OF-156 (or whatever it is called these days) is available in
a great number of foreign lanaguages; Mexican, Russian, or Schengen countries'
consulates in Canada and USA also make their visitor visa application forms available
in local langauges (English or French, in this case).
