Our Indian relative was refused visa for short visit to Canada.
I sent a letter asking for explanation to immigration officer who signed
refusal, but no answer.
How can people know how those immigration clerks operate, maybe freedom of
information request?
We sent several documents with our invitation, why doesn't the decision
maker simply write on his decision: refused because income to low, age to
high etc. So we know for future reference. I imagine thousands of applicants
being refused and held in dark about the reason. And the High Commission
collecting $ 50 from each, they should have courtesy to enlighten the
unhappy refuseniks, so they can say "at least I learned something".
My feelings are probably shared by many.

This was discussed only earlier this week. Get a Canadian citizen/PR to
request the CAIPS file for the applicant and review it to see what went wrong.

I think this CAIPS is another joke.
Why not raise Caips retrieval fee to 50 $, it will become another source of income. Right now it seems to be a drain on Tax payers money.
CAIPS comments are tough to interpret , written in some code, as if some one is writing a software string.
Some times I wonder , what it means to be transparent , when it is said by CIC.
Good luck Tom , as such , it looks CAIPS is your next stop or hope.
BTW what happenned to you plan to sneak into India / Manipur via Bangladesh. >> Personally I will say don't try. Seek Canadian Passport , till than stay in touch with your relatives and friends through E mail.
