Dear experts,

As the Canadian Embassy in Damascus is operating with a reduced staff
and with delay, I wonder if it's ok for someone from iran with the
responsible office in Damascus to file his PR application in another
country like Ukraine.

I know that even after the new regulation came into effect, people
could submit to the other offices, but I also heard that that it was
not permitted after Jan 1, 2003. I looked everywhere and I couldn't
find a reliable answer. Even CIC gives me different answers each time
I call.

Any help is greatly appriciated.
