Very Important CIC Notice (Sept 04)!

This was posted on the Canilink forum. Someone with a September 2004 AOR noticed it on the CIC website!!!
It doesn't affect me (December 04) , but lots of you guys appear to have heard nothing!
Important News
Skilled worker applicants who submitted their application in September 2004 were sent a letter in May and June 2006 advising them to update their file within 120 days. If you submitted your application in September 2004 and have not yet responded to our letter, you have until October 25, 2006 to submit your updated information. After October 25, 2006 we will begin assessing applications received in September 2004.
If the documentation on your file at the time of assessment does not support the points claimed or allow for an assessment of security or criminality, the officer will not be able to make a positive decision.

Wonder what this means for July and August applicants who haven't been asked to update their files at all yet?
Option a) get medical requests and everything goes through withoiut being asked to update our file?
Option b) get medical requests and ask us to update our file at the same time?
Option c) get medical requests and then at passport request stage we get asked to update our file?
Option d) CHC forget about us and process al the September applicants ahead of us
The excitement is killing me.....

I've been wondering whether they were planning to toss out any applications where people didn't respond to the letter asking for updated information: it would seem like an easy way to reduce their workload. The real question is how many they'll toss out for only being 99% proven when in the past they'd just have asked for more information, after making them wait for over two years?

That's the other thing: a number of people have said they never received these letters... so does that mean they're getting special treatment or that CHC will just toss out their application because it's not updated?
Similarly, what does "the officer will not be able to make a positive decision" mean? If they're going to summarily reject people without even asking for the extra documentation that would prove that extra 1%, why not say so?
The whole thing is getting totally absurd.

But that's the whole question: are they saying they'll just reject the application rather than asking for more information later? As usual they say a lot but don't actually tell us much... it's like trying to predict the future from chicken entrails.

Maybe they're hoping that the stress will kill us before we get to the front of the queue, or at least give us such high blood pressure that we fail the medical...

We submitted in Sep '04 - 1st Oct '04 AOR.
We were given an 18 month estimate, and haven't heard anything since - no delay letter, no request for updates - sweet FA
I've e-mailed CIC, asking about this notice on canada.org.uk - and how it applies to Oct '04 AOR's - especially ones who've recieved no correspondence.
Should CIC actually totally surprise me and reply - I'll update you all - if it's relevant that is
