Does anyone know what happens if a work permit is valid for less than
12 months when applying for PR? Will the visa office award 10 points
for having it, not award any points because it's a month or two short
of the 12 month requirement, or will they reject the application
outright? Why would they be asking for a 12 months validity when they
know perfectly well that it takes a lot longer than 12 months to
process a PR application, some people only get a 1 year permit and
then extend, and sometimes it takes at least a month or two to prepare
the PR appliation and get all the documents together?
Thank you.

Just having valid work permit valid for more than 12 months, does not fetch
you any points. You must complete 1 year on work permit and employer must
offer for permanent employment upon successful PR

There is a valid reason behind the requirement. Almost everyone can get a
1-year work permit, but not everybody is good enough to stay on the job
longer and have employer wanting him/her for permanent position.

Can having 1-year work permit but actually employed less than 12
months be awarded points?

One must have WP valid for more than 12 months at the time PR application is
received by visa post to have any chance for extra points, providing that
other criteria for Arranged Employment are also met.

So, having had WP valid for more than 12 months at the time PR
application received does matter. But, whether having been employed
with that WP for more than 12 months at the time PR application
received doesn't matter. Do you agree?

It matters too - completing 12 months of authorized work in Canada gives up
to 5 points in the Adaptability factor.
